Why?
I put in 22.5 OZ of oil in the right fork leg, pump it and the damper until they a purged of air. But I only have 4.7" of head space?
Why am I pouring in exact amounts of oil if it has nothing to do with correct oil level. I even thought maybe I miscounted the oz. so i poured it back out, 22.5 oz came out.
WTH?
I never worried about it much I just filled to the proper head space. but with this being the 3rd seal I want to be as accurate as possible.

I pour in 22.5 oz and get 4.75 head space.
Yes no spring or piston just the damper rod.

Can't answer your question as to why, but I had just about the same experience.  Measured out the oil as accurately as I could, poured it in and purged the air, then sucked out an oz or two to get it to the correct head level.  They say measuring the head level is the more accurate way of doing it, but it's curious why the two methods aren't equal.

Did you measure it the correct way? Fork compressed and straight up and down? (IIRC) According to the manual.

I don't know if this is right but I always rationalized it this way.  The volume amount tells you how much to buy and the head space dimension tells you how much to put in.  There are too many variables involved for them to be able to tell you exactly how many oz. to add, i.e. whether you're starting from dry parts or dumping and replacing, allowance for mfg tolerances, etc.  It doesn't take much volume to make a significant change in the head space dimension.
