Well I ran out of fuel today, I put it on reserve when it started to act like it was running out of fuel. Got down the road less than ten miles when it completely ran out of fuel. Thought I would make it to the nearest gas station, I didn't. Now I put 2 liters of fuel into and it won't start now, turns over fine.

'ran out of fuel' as in tank is empty, or engine is starving for fuel? Two separate paths.

Assuming that it really ran out of fuel, you will need to apply suction on the vacume line that goes from the #6 chrome intake to the petcock. You can do this by mouth. That will allow fuel to flow to the carbs which is necesary to start the bike. If that doesn't do it you may have run the battery down by cranking the starter. Jump from a non-running car or charge the battery and try again. Good luck

John told you to suck on the vacuum line that opens the petcock NOT the fuel line. You shouldn't get fuel through the vacuum line unless the diaphragm has a hole in it.

What they are trying to tell you is that the petcock has 2 systems build in. Unless both operate properly, fuel will not flow to your cards.
That is assuming you have the stock petcock, and not a replacement? My first thought was you had a pingle, and did have much/any reserve with the change of the fuel feed/screen tube in the tank.
Back to the petcock. You have a mechanical On-Off-Reserve, and a vacumm valve On-Off. Make sure the petcock is on the right setting and you feel it set in place. With a valve applied to the petcock, and set to reserve or on, fuel should flow through the petcock.

If you didn't make it more than 10 miles on reserve, you have a petcock problem. Either it let you run into the reserve even though you were set for prime ("on"), or something else odd is going on. A rebuild or replacement may be in order.

Try more fuel, 2 liters won't get you above the reserve feed. I ran out last week (a dumb shi*) we added a galion and a half (6 liters) to get it to restart. It had to crank 15 sec before it fired.

It could also be a cracked vacume line that is not allowing the petcock to open all the way. A leaking vacume line could also not allow fuel to flow during cranking. The engine is not turning very fast and some of the vacume is not making it to the petcock. Maybe not enough to open the petcock at all. It's just a short piece of vacume tubing and easy to replace.
