I second xf6 kit.  It was a little pricey, but works very well (freeze plugs flush only...no jbweld needed) and seems to be holding up.  The only issue is you'll need to find something to block the airbox hole left, that kit doesn't contain anything for that.    I used some RTV, a thin bolt, a nut, and two washers.

Edit:  Forgot to mention you'll also need the intake vacuum caps for #3 and #4, Redeye sells three packs (or 5/32 caps at your local auto place).

The best way isn't the easiest.. In shop talk or the archives is an article by our very own Normand [Quexpress] which is the best de-smog article..

i didn't use jb weld on the freeze plugs....used it in the chrome tubes on bottom of heads after cutting them off......and what Patrick said, SHOPTALK......oh yeah, used the jb in the air box hole too.

I agree with Ken, soft plugs, JB weld in the two fittings under the head and as a precaution I put a little Loctite on the soft plugs and I put a couple of prick punches next to the soft plugs after the plugs are pressed in a little below flush with the hole. This eliminates the possibility of the plugs ever blowing out. Something I have not experienced but heard other say has happened. I have done this procedure to both my Valks now and no problems. In my opinion this is the cheapest, easiest and  best way to do it. (I don't believe in making the Desmog reversible myself.)

I used the Shiny kit from Redeye.  Looks nice, works fine.
