Around the metro Detroit suburbs they are all over. I've yet to see one with a plate or registration sticker, but I also have never seen a single user wear a helmet.

The cops require mopeds to be registered and the riders to wear helmets. The cops are also ticketing bicycle riders to wear helmets or risk getting ticketed or confiscation if you are a minor.

motorized pedestrians are always touchy legally. I don't know what the Detroit area regards them.
