In 1998 when my bike was made the speed limit was 55 miles per hour. Therefore the bike is geared to cruise at 55 at 2500 rpm. Am I correct in my thinking? Because I get 35 mpg at 55 and 27mpg at 75 mph. but my point is that they are geared to cruise at 55 mph. please let me know if I'm wrong.

Could have sworn the national speed limit on the Interstates was 70 then. Like any vehicle, it requires more fuel to faster.

The 55 MPH thing was gone when your bike was built.
The NMSL was modified in 1987 and 1988 to allow up to 65 mph (105 km/h) limits on certain roads. Congress repealed the NMSL in 1995, fully restoring authority to determine the maximum speed limits for each state to the states.

Unless he lived in Hawaii.
There super slab speed limit was 55 mph in 2000.
