What kind of adhesive should be used inside the stock saddle bags ? I want to attach a couple of stops to the floor without drilling holes.

Only ABS adheshive would work as a permanent solution, and only if the stops were also made of ABS plastic (same material as the saddlebags).

However you might try JB Weld.

What kind of "stops" are you trying to install?

Momz I wasn't thinking it was early. JB Weld will work just fine. I want to keep a couple of things in the front of one bag that slides when the bag is almost empty. I don't want this permanent.

I did something like that. But, I used Velcro instead.
Then if I need to adjust things for more packing I just remover the panel and replace it when done.

I did the same thing in my left bag as Duey.

I have 2 longs strips that run about 3/4 the way front to rear.

And a small piece of wood with a strip on the bottom of it.  I can attach it straight or any angel that I need.  If I don't want things sticking to the Velcro, I have a piece of plastic the same size as the bottom of the bag I lay in there...  Yeah, I know overkill, but one day I didn't have nothing to do except twiddle my thumbs....

Right now it is holding some tire gauges, my 'D' wrench for the carbs and another piece I picked up off the highway.  Think it is off of a HD, but can't be sure.......
