I use a Wix filter which has a "Anti-drain back valve".
I read where the Honda OEM filter has same type thing.

Wouldn't this feature make the reading on a dip stick inaccurate?  Undecided

Most filters have that nice little feature.. You really don't want to have to fill the filter every time the engine is started cuz thats time some critical engine parts are not getting oil.. But, I guess I didn't answer your question, did I..

It's not enough to make a difference really.

Depending upon the relationship the oil filter has with the level of the oil when the motor is at rest the valve may or may not have any real value when the discussion is the perceived oil level on the dip stick.

Patrick has it correct about having to fill the filter with oil every time the motor starts, if in fact it will empty when the motor is at rest. Again this is contingent upon the relationship of the oil filter to the level of oil in the motor at rest.
