Not defending this policy,....they are trying to streamline the process of license renewal.  Those with the restriction for corrective eyewear already on their license and new drivers will still have to demonstrate that they meet the minimum criteria.  If you've ever been to a DMV in NY, then you've seen the eye charts hanging out in plain site and have seen folks getting up close to them and memorizing the charts while they wait for their turn.  It's pretty comical.  Then, when they call these folks, they tell them to stand behind a line and read the line which they've been memorizing for the last 20 minutes.

If you squint, and mash your face right against the lenses of the machine, you can change the shape of
your eyeballs enough that you can see the letters. I'm sure they can tell you're doing this, but they
didn't complain when I had to do it a few years ago...

In PA, all we have to do is mail a check every 4 years to renew.  No tests for eyes or anything else!
