The reflector in a Valk headlamp is focused for an incandescent bulb. A true HID system is just that, a system consisting of the bulb and reflector. Installing a HID bulb in a Valk may not give you the effect you are looking for. This is especially true for on coming traffic, as they will find your light to be diffused and scattered all over the place and can make for a dangerous condition.

I did the HID conversion, not that brand. I was so pleased at the improved lighting I changed over my Intersate factory fog light bulbs to HID also, now with the 4 HID's on there is some serious light shooting down the road.
Don't believe the nay sayers, something like this price range is well worth investigating for yourself (in my opinion) so long as your not modifying in a way that is impossible to return to original.
(Grandpot) has some good points but I think you'll be fine with this type of conversion. The extra wiring is just a pain in the butt during the install.

(or others to comment), is the headlight reflector in an IS similar to that in a tourer/standard that the result would be good as your IS?
