Wow. Boggles the mind. This, and worse, goes on all around us; we just don't see most of it.
You need a MC license to ride a bike. Qualify for a driver's license. Gun permits. Etc..
But, to have a living being, entirely dependent on you for everything, you just need to spread'em.
Mind you, no course or permit would fix this sort of stupid.  tickedoff crazy2
