Hang tough shifter, the adjusters job is to low ball you and save the ins co $$$$$, that is part of his commission.

If you do not agree to anything they offer, they will come around.    The main office will get after them to get the case closed.

My wife got hit by a stop sign runner about a year and a half ago, they wanted her to settle for $400 on medical.     We told her to stick it up her butt.    As of a few weeks ago, we have a new adjuster, he is what they call a final settler.   He gets stuck with the case over 14 months old and he is to get them closed at all cost.    He begged us last Monday to settle, told him we would for $3K.   He is to get back to us by next Monday.    Figure that will pay for  the new ear rings I got her for our anniversary.      LOL.
