Interstate or standard? Interstate runs relays in headlight circuits. Standard or tourer do not have relays. If no headlights at all on either type bike could be at the headlight switch or in the contact it the starter button assembly.
Get a test light and see if you have power at both switches.

Do the starter switch maintenance - http://www.rattlebars.com/mtz/starter.html
Same thing happened to my standard a couple years ago and I found one of the contacts stuck. Cleaned, lubed, been fine since!

Hey Robin I had a headlight problem with my 99 I/S. Turned out to be the Hi/Lo switch. You lose just low beam or both?

While riding my Valk a few years back, I came up behind a car that did not have working brake lights.

At the next intersection I pulled next to that car and shouted that his brake indicator lights weren't operating.

The driver shouted out his window,"I gots tailice".
I shouted back that I didn't care about his parasites, but rather that his brake lights did not function.

He gave me a strange look and drove off,...I'll venture to say that he was confused.

And when you do that, scroll a bit farther down that same page and read how to install a relay that will pretty much prevent problems in the future. It takes the high amp load off the start switch and moves it to a relay made for such things.
