I've worked flood duty before when I was in the National Guard there in WV.

The bad thing is that I can take you to places that were flooded 2 or 3 times and people move right back in.  Some areas in WV need to be flattened and move all the FEMA paycheck riders into a large trailer court.

I know of a couple of places that the people were written checks and the houses condemned by FEMA.  Once FEMA left the siding was cut out where it was painted, replaced with new and the people moved right back in waiting for the next flood and paycheck.  FEMA was smart the last time and not only condemned the homes but contracted to have them leveled.  This was due to people riding the system flood after flood.

What Sgt Bunny said is very true, but it happens all over this great country of ours, not just in WV. People want something for nothing and are aways trying to BEAT THE SYSTEM.
