not the pooches fault, he was  under a bit of stress and just reacted. the news anchor got too close and bit.

I have learned to NEVER go down to a strange dogs level with my face.  DUMB!  You never know when they feel threatened.

They have cited the owner for not having the dog on a leash, IN THE STUDIO!

It took about 1/2 second to happen, at the most.  NO WAY could the owner have controlled that.  They need to cite the news anchor for STUPIDITY!
