I think it's still under construction. Looks like the master cylinders are hanging by their cables on the right side and nothing is mounted on the left handlebar.

these pics were posted a while back by the guy who is rebuilding this mess. the prior mechanic? did this and it all needed to be ripped off and replaced due to poor design and shoddy workmanship
