in the late 70's I worked as a truck tire man in Buffalo, NY.  That is how we always seated the bead.

In my younger days when I worked at my cousin's garage, that's how we would seat tire beads as well. Never had any problems or accidents.

It works...

but it leaves moisture inside the tire... which is slightly acidic.

the alternative is to take a racheting strap and run it around the center of the tread squeeze down the tire and apply air. the bead will pop on. (just not the same without the POP!)

uhh for smaller tires NOT truck tires. cooldude
