Last I heard, the State of Texas considers you to be the gender you were born, regardless of any later alterations or addition of after market parts.  Of course , the State isn't trying to sell tickets to, or generate interest in,  a tired old pageant with cloned contestants.  They ought to include a few drag queens and really get things popping.  Grin
