Quick question on fuel tank

When I last pulled my fuel tank to swap out a new petcock, the vent line would not come off and in trying to remove it, pulled it up pretty high from the frame. The other end was loose and I saw a t-connector with one side available. Does the bottom end of the vent line attach there or does it remain loose low in the frame? Thanks!

it hags loose, the t is to prevent vacuum lock and is left open
