Right fork Help

I am installing Progressive springs in the front forks, and the right fork is giving me trouble.
First off when I took the forks apart, the rods on both forks were not attached to the fork caps, and the spring and spacer tube in the right fork were in backwards (spacer was in first and spring on top). I always heard a clank sound when going over potholes. But thought it was something in the fairing. Guess it was the rods loose in the forks. Previous owner said the Honda dealer did the fork seals last year, so I guess they put it back together wrong.
Here is were I'm having trouble
I loosened the bottom bolt that holds the damper rod in the right fork, and it just spins. I must have turn it for 10 min. The damper will not come out. Is there a trick to getting it out. I put the spacer and spring back in for pressure and the bolt still spins freely but won't come loose from the damper rod. And it doesn't tighten either.
Is there another way to hold the damper from spinning with the bolt?
I don't even know if the oil lock piece is in there. Damn Dealer must have kids working there, and charge master mechanic labor rates!!!

With your fork put together so that there is tension on the dampner you could try an impact.

I just looked at a Valk Thursday where the dealer did the same mistake. In addition, he used 75Wx90 gear oil in the fork too. The owner said there was a clunk when he hit bumps in the road. He's headed back to the dealer soon. (Powersports in Chandler, AZ)
