I have 2000 Standard Valkyrie.. just doing some maint. checking. what is the proper brake level ? is it the top line at where it says upper.... ? I checked it with the bike being level and its in between both marker lines...

As long as the level is above the bottom of the sight glass (or lower marker line) you should be good to go. The level goes down as the pads wear. If you add fluid (or change the fluid) up to the top line, you will have to remove some fluid if or when you ever change the pads.
