This is basicly a throttle lock.  There are far easier throttle locks to install on the valk though.  This seems to be geared toward Harley, which has the exposed star wheel on the throttle friction screw.
One thing:  A throttle lock is not the same as cruise control.  I've got a lock on my bike and all it's really good for is holding the throttle open long enough to shake the numbness out of my hand or to give the finger to a moron in need. Smiley
