I have Champion Sidecar bags installed according to their directions.  I also have a set of their crash bars installed.  The bag on the right will vibrate so much sometimes that it hits the crash bar.  That is about a quarter of an inch.  Anyone else have a problem with bags vibrating?

I have Champion bags on mine. Did you buy the bags new. If you did you should have got a stainless cross bar with it. This attaches the two bags and  the fender so they won't vibrate.

The rear cross bar bolts to the tail light mount under the fender.  Champion has a very robust mounting system, and yours arent set up correctly or this couldnt happen.

Excuse me, but they are installed EXACTLY by their directions.  The cross bar you speak of is installed like you say.  The front of the right bag hits the chrome bag guards I purchased from Champion at the same time I bought the bags from them, new.  The gap is about 3/16 of an inch and they hit the guard when going over rough road.
