Flat tire due to cut, need new tire. Installing Patchboy valve at the same time, but how tight do you torque them down? The threads go
pretty high up the stem, don't want to break it off by over-torquing but don't want both nuts coming off either. Also applied blue loctite
& aired it up, no leaks at valve but but still not comfortable not knowing proper torque. Tightened to the point that rubber grommets
were well compressed, with several threads showing above the lock nut.

Maybe someone else will have a better answer...

Mine have never come loose.

In general, I think it is bad to compress grommet-like things to the
point to where they are all squished out of shape. Get them tight
enough that they're giving a little "push back", and that helps
to keep the nut from backing off.

. . . . Tightened to the point that rubber grommets were well compressed . . . .

Guess it depends on what you mean by "well compressed."  Maybe you and hubcapsc are saying the same thing.

With the double nuts and loctite, you should have no problem.   Four and a half years and 20,000 miles later, I have not had any trouble or leaks with mine.

IIRC, I tightened mine until it would take significant force to rotate the stem by hand, then tightened the jam nut against the first one, torquing it to 1/4 turn less than failure. Cool

Patchboy stems have two locking nuts on the inside of wheel..  In theory, smaller inner nut is tightened 25 -50% of torque and then larger outer nut tightened to full torque while holding inner nut to stabilize it. so you think anyone that puts your tires and stems on does that??  No. Get a metal stem that locks down on outside of wheel so you can check it anytime

here is more than you ever want to know about this.
