Is it possible to replace all the vacuum lines without removing the fuel tank?

Yes....

But, its a lot easier if you remove the fuel selector knob and unbolt the tank at both ends so you can shift it (rotate) it to the right so you can get the hoses out over the left carb bank...use the string method.  Once you have strings (long strong string) tied to the ends of the vacuum lines that connect to the center intakes, disconect them and then find the "T" and hook it and pull it out over the carb bank switch out old lines for new and re tie the strings and use the strings to pull the new hoses back through to their right places
