I have a 98 Tourer

My right rear blinker is not functioning. The indicator on the healight blinks rapidly to indicate it is out The front right blnker functions as it should. I think around the same time the left bulb in my cobra light bar went out. May not be related though as I have not ridden at night in at least a month and would have had no reason to notice it. My friend and fellow VRCC member Gregg noticed it was out while we were riding. We tried replacing the bulb and that did not fix it. I pulled the fuse for the turn signals and it appears to be fine.

The instillation of this may or may not be related the blinker problem but thought  should include as information.
Recently I installe a car tuner in the right saddlebag. I ran the tuner thru a fused relay. The relay is triggered by the accessory wires when the ignition comes on with power to the relay provided directly from the battery with an inline fuse between the battery and relay. The relay is grounded under the post for the side cover.

I also ran a 12 volt outlet directly from the positive side of the battery with a ground in the same place as the radio ground. (the 12 volt outlet is for charging ipod/cell phone.  The positive side of the 12 volt outlet powers the  memory for presets on the radio.

Also the previous owner had a trailer hitch installed which I removed this Spring. I took the wiring for the trailer lights and loosely coiled it and placed it under the seat rather than disconnect it since the p/o had spliced into the wiring for the rear lights.

I would appreciate any thoughts or insight regarding how to fix this.

If you've been in the headlight bucket the connection in there may be loose

Check your grounds going to rear turn that is out.
Start at light and work your way along the ckt.
You will probably laugh when you find how simple
it was.

I'd take out everything you installed and start over.

Have you been in under the right side cover?

If so, get in there again and locate a big black boot covering some connections.

Once you find it, look for a green wire.   It can jar loose, mine did anyway, and it caused the right rear turn to not flash or even twinkle in your eye.

I got my pliers out and the female plug I gently squeezed it and then reinstalled the male plug.   200K miles later, it is still working.

Give it a shot.   If at some time or another you bottomed out, you might of pulled a ground loose along with probably tearing up some wires in that loom under the rear fender.   This last one is,  JAWAG.

Good Luck, I just love tracing grounds back to their home station.     NOT.

JAWAG = Just a Wild Assed Guess.
