Check Pinwall, lots of used parts and systems.

If you have the oem saddlebags, the best way to mount is the way they were originally. This supports them properly and keeps them from bouncing around as other aftermarket barackets will do. Hard part is getting the bags. The bracket setup does showup fairly often on ebay from sellers which includes pinwall cycles. It usually will come all together, perhaps less bolts, when you get it online from ebay or wherever. Here is what you are looking for from Honda just so you can see it. You need whatever is in the pick you don't have yet......

I bought used OEM bags (with keys) and mounting hardware on e-bay. Instructions and diagrams are available on a variety of web sites. I found an exploded diagram of the whole assembly. That's how I figured it out. Now I have a 'rare' 2001 Tourer. Follow the links supplied by prior responders.

Here's another link to a diagram - http://www.hdlparts.com/fiche_section_detail.asp?section=148567&category=MOTORCYCLES&make=HONDA&year=1999&fveh=3473

Have fun - it's easy - hardest part is getting the paint to match.

Expensive? Maybe, but the OEM approach will prevent damage that one time you start tipping it down on the side stand and realize too late that the darn thing flipped back up. Don't ask how I know.

Here is an option that may require more work but will be cheaper then oem hardbag hardware. Note this will keep them from bouncing around as they would with easy brackets and others like that. If this is still too much for you then go ahead with easy brackets or similar, but you will not have a sturdy secure mounting while in motion IMO.
