Thought it would come apart with just the 2 screws holding down the top plate. Does the grip and everything have to come off.  Seems like the choke lever is holding the top plate from coming off.

I did the blinker switch clean up last summer.  works like a charm now.  I removed the two switch cover screws and pried apart the chrome covers (not all the way). You kind of have to work your way around the two piece cover.  Inside are two/three screws to remove to get at the parts of the blinker switch.  don't lose any parts. there is a small bushing on the center screw that allows the blinger switch arm to move left and right.  With the inside cover switch plate removed you can get at the switch itself.  You do have to pry up the verticle back part of the switch to get at the switch contacts (that is where the problem lies).  Just watch how it comes out, clean it up, light lube, and slide it back in it's origianl place.  Put the switch cover plate back on with screws.  now you have to line up the clutch lever "black circle plastic" piece and jiggle it a bit and the two chrome half covers will come together just like were before you took it apart.  put the two switch covers screws back together and your done.  blinkers now work in all kinds of weather, especially cold weather.

good luck.

My turn signals also don't work below 40 degrees and if they do come on, it is a very long 10-15 second delay, not ideal in heavy traffic that is for sure when you need them to come on instantly.

I tried spraying contact cleaner thru the openings by the turn signal and doesn't help.  To do it right as others have said, going to have to take the housing apart and clean it up, etc.    OR, just don't drive cycle below 40 degrees outside - that would solve the problem as well?  Undecided

Personally, I think it's a good idea to service them.  I took mine apart in the fall just because it didn't "Feel" right.  Was filthy.  Cleaned it up and lubed it with "bulb-grease" and it works great and "feels" right.  I think the filth will end up wearing out the components, and momma honda is PROUD of her stuff.  I'd rather not have to buy one for a long while.
