I have a Metzler Marathon ME880 180/70R 16 on the back of my Valk. I have seen the specs for a new tire listing the tread depth at 9mm or roughly .354". My rear tire currently has a tread depth of 3/32 or .094" or 2.4mm, whichever way you want to measure it. What is the minumum tread depth for safely using the tire? At what point do you change it?

No opinion on tread depth, however if you want a Metz(or any brand) to last longer, replace it with a 200/60/16 instead of the 180 size. Wider contact patch, more stable, better ride, etc.

I don't know what the measurements would be, but the tread has wear bars that indicate when to replace the tires. When they start getting down that low, my projected trips and the feel of the tire in the rain or other inclement weather is what prompts me to change em.
I usually try to find replacement tires quite awhile before I need them and have them on hand. Allows me to hunt for sales and not have to pay an outrageous stealer price if I need to change it in a hurry. Of course that only works if you happen to be close by the spare tire when you need to change it.

The wear bars make for an easy check.  The Metzler ME880 has the wear bars slightly off center on both sides. 

Also, from Metzler's website:

Be advised that the tread depth on the Metz 200s is significantly less than the depth on the 180s.
