i havent done this on a VTX but the valkyrie shocks are the same as the VTX and i went from the 13 inch stock shocks to 11 inch progressive shocks bought from xchoppers and with my ultimate lowrider seat dropped another inch and i am much happier with both the look and the feel of my bike now

We've lowered a few bikes to fit smaller riders. Have the saddle recut to fit the rider (Mustang seats typically raise the rider up). You can usually gain more than an inch by scooping out and narrowing the saddle to fit a rider. Shocks are the next step and could likely go an inch shorter without too much trouble.

I know some have pushed their fork tubes up through the triple clamps .5". That may help. Not sure if the VTX is the same.

If he only needs an inch I'd do it with a flater seat and taller boots.
And have him use the left foot (only) down and right foot on the peg/board/brake at all stops technique.

Since he hates his Mustang saddle, an Ultimate Lowrider will drop him an inch and may be his best solution.

Just remember that it's easer to drag the pegs if you raise the fork tubes in the triple tree clamps. I'd have the seat reworked if I only needed 1" less height.

I dont know about the ultimate low rider for a vtx, but for the valk, the height of the ultimate low rider is lower, but its wider so depending on the width of your arse and the length of your legs, it can actually be harder to reach the ground.

I have the 11.5 progressive shocks that I like. I also have the 10.5 inch shocks from Xchoppers, they are not as good as the progressive shocks and I hit my brake caliper when I hit big bumps. the 10.5 is the way to go if you want to get really low.
You could go with the 11.5 progressive shocks with a car tire and that will put him down pretty low.

Riding through the passes in Colorado I almost always scraped, even with stock ride height. Bike looks nice though...

If he can find the same bike with a Corbin seat, have him sit on it. I've had 2 Mustangs. Both set me up higher. I got my Valk with a Corbin. I thought it was too low. Traded it to a guy who had a Mustang he thought was too high. Worked great Win-win.

You did not say which 1300 VTX model he owns, the R/S/T model have floorboards and the scrape on turns if you are an aggressive rider. The C model does not have boards so they have more clearance in turns. That being said, I would try getting a seat that lowers the rider since getting lower shocks will give him less clearance in turns. I had a 1300R and I had a C&C Low Rider seat that seats you IN the bike as opposed to ON the bike, I really liked it and it looked great. His is a R model his problem is that mustang seat. and I passed along the info from everyone and what willow said about changing his seat to a ultimate. Nice looking VTX you have also.
