In our town I found, when I was city councilman, that cops would much rather chase the bad guys.  Animal complaints form my people were not important to the LEOs.

Now, we have a civilian code enforcement officer who acts.  Shouldn't be neccessary but that's the way it is.

Same goes for loud music and loud pipes but that's another story.

She signed the contract.  If she was making minimum wage I'd still expect her to do her job.

Your cops refuse to do their job so you got more cops and called them something else?    Doesn't sound like you got any better then we do.

Absolutely!  The code enforcement guy was part time at first but we (the Board of Works) had so much work for him that the council made him full time.  I'm of the opinion that unless the LEO has a huge h--- o-- against barking dogs, you can forget it. Not just my town either. It's all over.

Just don't speed, then you're a bad guy.

I'm hip. The only time the city police has come out over dogs was many years back, when I took a shot at one in the wee hours. 
My real bitch is that the cop drove by me when I was having problems because someone is ignoring a law that's supposed to protect the public. It's easy enough to put a ball bearing through the dog's head but that's not what I want. Besides, I could end up doing thirty days for cruelty.

Yeah, i know. a few years back I was walking in a city park and two dogs came charging up to me.  Luckily, they were friendly.  They belonged to a Park Board member who was letting them run loose in spite of a Park ordinance that said that dogs must be on a leash. R.H.I.P., i guess.

[comments removed]. Dogs are supposed to be penned, not biting passersby and cops are supposed top be doing something other than cruising around riding out their pension.
