When I bought my 98 tourer the previous owner had a hitch doc installed. I have removed the hitch and bought the stock bolts (since the ones used with the hitch doc are longer). I did not buy the stock spacers though and I used one of the two 1/2 inch spacers which were already on the bike. I was told one of the two spacers on each bolt was the stock spacer. When I did this the lids will go all the way up but they touch/rub the side of the mustang seat when they are all/most of the way up. They did not do this with the hitch doc set up.
My question for those of you with a stock saddle bag set up and a mustang seat is this. Do the saddlebags touch/rub the seat enough when all the way up that they will stay up from the friction between the seat and the lid?

TJ,
Has the friction caused your saddlebag lids to be noticeably scratched up over time or have you experienced undue wear to your seat.

Lids touch the seat if you have an Ultimate seat.
Lids don't touch if you have a Corbin seat.
I briefly had a Corbin seat on my bike, and found it to be unnerving for the lids to be "flopping in the wind" when up, instead of held firmly in place by my seat.
I've never noticed any scratches or anything from the lids touching the seat.

The Valkyrie Interstate has tops that are not hinged and completely removable. Some Tourer owners also use them. I have Tourer with the Mustang seat and the bag lids do not contact the seat. However there was a DEN-RAY hitch installed when I purchased the bike and the side spacers are all about 5/8" long. I'm not sure they are stock. I promptly removed the hitch.

I have I/S bags on my standard. I cut the tether cables which hold the lids to the bags, so that I can take the lids all of the way off and set them on the ground/seat. Love it!
Its my understanding that you can buy the I/S hinges and install them on the tourer bags. Someone correct me if that's incorrect.

Yeah. We had that issue with the bike we're building with custom bags. Took the seat to an automotive upholsterer and had a little foam removed. I think he charged $60 US.

The Big Boy seat crowds my National bags the same way - lids are against the seat when they are opened.

I sent a big boy ultimate seat with studs back because I could not fully open my tourer saddlebags without the studs rubbing on the lid. The low rider seat is narrower and is ok. I just couldn't convince myself to pull the cover on the seat and start cutting on such an expensive seat to make it narrower, though its probably fairly easy to do.
