 I found some very old posts concerning a cracked fender that brought up gluing, welding or other forms of patching.
 My solution was to cut a patch from galvanized sheet metal,doubling it, bending it to fit the angles and shape of the fender and then using pop rivets to fasten the pieces together.
 Only one rivet shows and you'd have to look behind the side bag to see it.
 I'm sorry I didn't  get any pictures of the process.

Cracking sheetmetal ususlly comes from stress and vibration,,, did you find the cause???

 The tab that goes from the lower fender to the upper fender broke off completely.
 There was some rust around the bend of the tab and that weakened it.
 The tab has a hole in it for  bolting front to back and goes through the side rail.
 Only the left side was broken.
 I have a bag on the back that I strap to the rear signal lights. I don't over tighten them and I felt the the straps supported the fender.

One of my bikes is getting there...... the plate mount/signals unit wiggles a bit and I cannot tighten it up.

Leaning towards duct tape............. or a lower fender half.

Did you try larger washers on the inside?  It may be cracked around the nuts.

Whoa... thats a serious crack saddlesore... If you made a good solid repair, I think I would be looking for an alternative spot to connect those straps. Pictures would have been nice.

Hey Jess, if that turn signal assembly is wiggling and wont tighten up, look to see if the fender is pushed in on both upper corners where that assembly mounts. If so, you can remove it and push the fender out gently.. dont hit it, it will crack the paint.
