Will a 01 Honda Valkyrie GL1500 1500 COMPLETE W/ GAUGES INTERSTATE FAIRING fit on a 2003 Custom GL 1500 without modifications, other than wiring?

If you are referring to a GL1500 Standard, Yes, I believe if you have the Fairing frame and bits you should be good to go from a mechanical perspective.

The 'other than wiring' caveat may be bigger than you think.
The speed sensor is different, the fairing speakers require an Amp and Controller.
You can find the wiring harness and relays on eBay.

I'm sure others here can give you even more perspective. It has been done for sure.

There are several things different about an Interstate. Sensors, ICM, wiring, stereo, ect. Would be lots easier to go to one of the aftermarket fairings (and cheaper). Or buy an Interstate, and sell the standard. Just my opinion,FWIW. cooldude
