Anyone know?

You can powder coat the rotors as long as they stay off the surface the pads uses to stop.

Not until the powder coat is worn off.

I did it (black to match the bike), and as long as you have a way to remove the powder coat from the braking surface, you will be happy with the result.  The place I used, turned them just like they do when a brake shop resurfaces rotors, but they only removed the coating.

I would think that the same result could be had with hi-temp paint, for less $$ and less work.  It's been 7 - 8 years and over 50K, and they still look pretty cool.
