I am sure someone here knows if a 99 Interstate trunk with mounting hardware will have any problem going on a 98 tourer. I would appreciate any input.

No major problems, no.  I have a 97 tourer with a interstate trunk I got from Chouffer with all the hardware (that helps alot) last fall.  I dont think I have any pictures with me, as I am out of town.   The only real issue you will run into, is the wiring itself.  You will have to pig tail or splice into the bike wiring for the trunk.  Unless you make changes to the wiring like I did, the stock trunk with only have Running lights and Brake lights.  I isolated the circuits on one of the bulbs on each side and made it into a Turn light as well.  It made the wiring a bit harder, but the physical mount went pretty normal.  You will have to remove each of the side rails and install the IS ones, which can be a minor hassle.  Good luck.

I did kinda the same thing as BK did, but used a seperate LED light fixture for the turn signals.  Also installed a 'Wig-Wag' flasher box in the trunk, that flashes the brake lights from side to side, before coming on solid.  Have the speakers and all light wires going through a conector so they can be easily unplugged/plugged back in, when removing or installing the trunk.

Older picture, but this shows the turns...

Thanks for info. I thought I was trying to get the wife more comfortable; however she insist that she is ready for that look and does not want the trunk/ comfy backrest after all.
