I bought mine from HDL this winter, and they came complete. It looked like the "insert" was molded in with the rubber.
Newer years are molded together...older ones are not.
You can use either. The two-part ones wear out much faster.
I *thought* the older ones had been superceeded by the new part no's but apparently not if you got the two piece ones.
Just looked up 2000 I/S...(the bike I am working on is my '97 Std) it appears you get both pieces molded together for the same price I paid for just the rubber. Now that I think back, the last time I had the wheel off of the I/S those pieces were molded as one. So to get a complete "set" for a '97 it costs $81.05...for a 2000 I/S it is $31.15. Guess I will order a set for a 2000 at $31. and save $20 over ordering just the aluminum pieces.

Just looked up the wheel assemblies through several years, they are the same.
