I am almost done with resurrecting a 1999 standard that was left for dead under a tarp in backyard for two years.
After going thru carbs, paint and a hell of a lot of elbow grease - It is actually turning out pretty good !!!!!
There was issues with electrical when brought in - be it lighting would not work. Did not address until all is going back together.

A) Bike starts and runs good
B) Had taken apart and cleaned all up the switches on both sides of handlebar
C) No Front and Rear lights - Tack and guage lights
D) Do not have power on either side of fuses powering the lights


Appreciate any input on where to look next

You may have a bad ignition switch. There are two hot wires from the switch to the fuse panel. One appears to be working and the other is dead. There is a switch diagram in the manual. Pull  your switch and us an ohm meter to be sure it is making the right paths as shown in the manual Honda manual page 19-13. You have to pull the tank to get at the switch white connector plug on the harness.

If it was sitting that long, it very well could have supplied lunch to a rodent or ten. They love to chew on such things as wires and hoses.

I had the bike completely tore down and inspected anything just like you are described.
All looked really good, Just good cleaning and a little paint.
