I've had my 2001 IS for so many years I'm not sure if this is normal or not. Just sitting on my bike causes my forks to drop a couple of inches and seems very soft. My bike only has 22K miles. Is this normal?

Yep. Springs get old and weak with time and use. Changed mine to Progressive for a Goldwing. Go to search box at center right of main page and enter   fork springs

Sounds unusual for a bike with only 22K. Have you seen any signs of  fork oil is leaking?

No leaking just soft. I may just upgrade to progressive springs

I also have a 2001 Interstate with the same issue with my front shocks.  I have purchased the progressive springs for this model bike and I am getting ready to have them installed.  My question is - is it best to install them through the top of the forks which requires taking off the faring or pulling the lower legs apart and going that route which means replacing all the seals?  Any information on the best way to do this procedure would be appreciated.

The springs can be changed out at the top. Do a search in the tech section and see how it's done. If you are going to have them installed and the installer is asking this question, GO SOMEWHERE ELSE.
