Why would anything be gummed up ?  Just pull the sparklers add a little oil [ ATF] and spin the engine over a few times. Start it up.

The biggest problem would be the gummed up carburetors and gas tank!

Like Patrick said, pull the spark plugs and spin the engine over. I would add a teaspoon of oil to each cylinder prior to turning it over.

As for the carbs and tank,  see if you can get hold of a can of Wynn's Xtend88-Plus. You can't get it off the snake oil shelf, but automotive parts counters at a dealership will usually be able to sell you a can. Toss the whole can in along with a top-up of fresh gas and take her for a good ride, after a few hours everything should be good.

Check the tank for internal corrosion and consider an inline fuel filter either way.

Thanks for all the input still have a problem First I pulled the starter to make sure the gears were good Then I put 5 gal of Marvel mystery oil let that soak for 4 days I've removed the heads and it looked like tar inside them Then i removed that and oiled the cylinders and still can not move them with the crank bolt The bike has sat sense 2009 any other help would be great Right now I have oil soaking in the cylinders  Thanks Dennis

If you have added Marvel oil to it, with the heads off, the trans in neutral, you should be able to spin it. These engines don't just hydrolock from sitting up, you have followed every idea given to you, you also stated that it looks like tar or something in the cylinders. Unless something was maliciously injected into this engine, it should turn over, barring  a thrown rod that may be hung up. I had one with a thrown rod, got it freed and it started, start looking for another engine. Hope that's not the case.

One other thing, with all that tar you are referring to, it may have been over heated really bad and seized.

Another update took a compression test on the Right side had 120 to 150 PSI on the left side had 80 to 90 PSI I think the rings are stuck  or could it be crap keeping the vales from closing so should I stop here or is there anything else to try to unstick rings or try ??? Or should I wait for and find another motor. Any help is greatly appreciated
   Thanks Dennis

If there was something under a valve, that cylinder would read zero.
I can't why the rings would be so sticky/stuck. Add some oil to each cylinder and check compression again. If compression comes up then the stuck ring theory is proven. I'd run it for awhile then check again.

It would stand to reason since it's the left side that is leaning down while the bike is on the side stand.

And although MMO is great stuff, I don't think it will do anything while the engine is in a static condition.

I suggest to run the bike for a good while and see if it clears up the difference.

Went and pulled another compression test on the old gal and it's getting better I think the Marvel mystery oil is getting to the rings and loosening them up right side almost all 150 and left side almost 120 a very good improvement form last time. Thanks again for the input and the theory it all helps out in the long run.
