I have finally got her back together and here is what I have done:
De-smogged , have vac caps on 5 intake runners #6 has hose to petcock.
It is a California bike so I left #6 vent hoses to upper vent rails and installed a breather filter at the diaphragm that the 2- #6 hoses connect to. 
 Installed a CT 205/60  16 added Ride On to front and rear tires
Replaced  the drive shaft and pinion cup.
Did the final drive service , 3 O'rings, thrush washer, final drive oil and lube
Changed oil and filter.

So after I put the tank back on , I put the choke on ALL the  Way and cranked her over and over and over but she wouldn't start. So I loosened several bowl drain screws and there is no fuel in the bowls.  I was instructed to use a vacuum pump to pull fuel into the carbs and if I didn't have a pump to set the choke to full and " crank the hell out of it".
Now I need to know what I have overlooked.   The vent hose from the rear of the tank is Hanging free, I have tried to start it with the petcock in the on and also reserve positions.
Please be gentle with me as/this is my first attempt at any of this, just need some MORE guidance PLEASE.....

Pull the vacuum hose for the petcock from the intake runner and apply a slight vacuum by sucking on it. That should fill up the carbs. Leave one of the drains open to verify this.

Update ,
I pulled the fuel line off the tank and turned the petcock to ON also tried Res and there is no gas coming out of petcock
Does it require a vacuum just to make any fuel come out of the petcock?

So then the hose going from the petcock to the #6 intake is supposed to accomplish that ?  If that's the case I will try what Pancho suggested

Pulled the hose off intake and sucked but there is an air leak coming from the bottom of the petcock .  It is the same diameter as the port that runs to the intake but is almost flush with the bottom of the petcock so you can't put a hose on it.  I plugged that  Port with my finger and sucked on intake hose and got gas to come out of petcock.  Am I supposed to plug that port with something?

Don't plug this thing.



I don't think you should be able to suck air through there... maybe  your
petcock needs rebuilt?

Sounds like your diaphragm has a leak in it, and it is not opening with a vacuum.

Do like mentioned, and do a rebuild kit. I would change the diaphragm around and make the petcock into a always on. After that works, then spend the money and rebuild the petcock. I know some will recommend changing to a manual pingle, no more vacuum line.

The port at the very bottom is a vent.
Like the others said your petcock might have a tear in the diaphragm.

Bottom line: OEM petcock requires vacuum to open, if no fuel flows with vacuum, rebuild or replace it.
YOU choose.

If you get one of those non vacuum pingels and always remember to turn it
off every time your motor is not running, the pingel will probably
always work for you. I believe you will have much less reserve, though.

If you rebuild your OEM, it will probably work great for years,
reserve will be "normal" and you don't have to remember anything.

A (the?) bad thing is that a faulty OEM or a left-on pingel could lead
to hydrolock... non-compressible gas flowing from your tank, through
a carburetor with a not-perfect float valve and filling up a cylinder
top end... mash the on button and expen$ive things happen to your motor...

You can do a search on hydrolock, pingel and petcock and have
fun for hours  Smiley ...

I think you should get an OEM one from your dealer or from an on-line OEM parts seller...

A 'cover set' is what you want... should be 16953-MBZ-B51.

I've gotten a gas filter too, when I've gone in there... 16952-MZ0-003

Both 16953-MBZ-B51 and 16953-MV9-000 show up as being "right". I've had a
16953-MBZ-B51 for a couple of years, but haven't rebuilt my petcock since
around 2008... I wonder what the difference is?

I have the 16953-MBZ-B51 still in it's package. Bought it a couple of years ago but converted my petcock to manual while waiting on the mail. I believe they just changed numbers. Kits look the same.

OK so I took petcock apart and the diaphragm is ripped,  so patiently waiting for rebuild kit to arrive  tickedoff
After all that work Rebuilding the carbs  2funny I'm pretty sure this was my original problem.  uglystupid2 how about them apples . So go ahead and take your shots at me, I can take it  Cry 
 I guess the good thing is  Roll Eyes  I now have experience with carburetor's .    2funny 
Well all that being said I kinda had fun learning so much about my Dragon.   She was always ready for my next attempt and she stayed right where I parked her and didn't complain ,, no, not once.  Even when I was expressing my displeasure with how things were going,  IE:  blankety , blank, blank, and so on and on and on and on tickedoff  tickedoff  uglystupid2

Any hoo. Thanks for all the info  I got from each one of you it really made me want to keep going  cooldude
I will report back when parts are installed and we are back in the wind.

The difference between wisdom and experience is the difference between learning from other's mistakes and your own....that said I recommend getting a Pingle eventually..
