It looks like my two bags' locks have seized up.  I have sprayed them with wd 40 rust remover and lubricant with no success.  Any tips on how to free them up would be appreciated or do I need to remove them and put in new lock cylinders?

I don't know the exact answer to your question, but a while back I got new locks for mine.
I decided it was really hard to take the old locks out, but really easy to remove the guts
from the old locks and put the guts from the new ones in...

Not an expensive deal either.

If you work on it too much first, you may make it worse.

I'd try using the key and moving it back and forth. Maybe use some MP master blaster.
That stuff really works good on rusted bolts.

But the locksmith won't be able to help get this mess out... it is, like, gooed in... kind of like glue, but goo...
waterproofer I guess... I looked at it for a while and decided I didn't want to mess with it...

A lot of sensible tips.  Yes I am using the correct key but always worth the recheck.  I have tried the jiggling with some lubricant.  Will try the PB Blaster.  If not, then locksmith is the way.  Thanks everyone.

Powdered graphite has always been very help for me. You can buy it at almost any place that makes keys.

Very simple to take apart and put back together just make sure you put the tumbler back in the correct way or the key won't work. If you put it in upside down that is.
