I stole the petcock from my other bike to stop the hydrolock issue. I think I still have a stuck float. I'm old school so I never forget to shut the fuel off. My problem now is my idle wants to change speeds constantly with the manual petcock after it warms up. Is this a common problem with dirty carbs? I notice the biggest difference when I place it on the side stand. The idle jumps to about 2200 from 900

That is a tough one to try to explain with the information provided Mildew. Does that happen consistently when the bike is placed on the side stand?

Idle wander is frequently a symptom of a vacuum leak.

So you have one carb that the float does not work on and you are wondering why the idle is not right?  ??? With the fuel possibly pouring into the engine there is no way that you will get a consistent idle. I would also venture to say that there may be more than one issue.

900 to 2200 RPM !  I wouldn't know where to look. Something is drastically wrong, so, I'd start at the beginning.
Get the carburetors working correctly, thats kind of important.
Check the linkage for proper operation and slack.
Check for vacuum leaks.
A range like that in engine speed doesn't make much sense, sounds like maybe more than 1 carburetor is dumping fuel.

Update: I've run a bottle of seafoam thru it and nothing.  I bought a buy one get one free techron thru it and after the first bottle it's calmed down considerably.  It's not 100% but I can tell a big difference.  Idle speed hasn't came near 2000. It drops to 900 but slowly.  I just dumped the free bottle in there.  Hoping to have my carb problems history by the next fill up

My opinion only, but it sounds like its time for a desmog and carb rebuild. Otherwise, I'm betting you'll be constantly dealing with a number of little problems until you do. Buy a desmog kit, spend a weekend working on the girl, and you'll be very pleasantly surprised at what a great running machine the Valk can be. It was the best thing I ever did for mine, and she's run fine ever since (3+ years now).

Can I ask why you suspect a stuck float? The reason I ask is because a stuck float can lead to hydrolock under the right circumstances. Are you thinking float because of the idle issue?
I rebuild carbs on Valks all the time (I try to buy at least one new valk a year, and my brother buys several and has me work on them). I'm not afraid to tear them out and work on them. That being said, I have found that I don't often need to tear them out to do a lot of the work that needs to be done. For instance, you can clean the jets and check the floats with the carbs still on the bike. Just remove the draft tubes and use an offset screwdriver to remove the bottom half of the carb.

What strength of cleaner have you been using?

Some have reported having to use each type, as each cleaner only cleaned to a point, and wouldn't go any further.

Thanks for the info y'all. I'm gonna work on it this weekend.  I've been dumping seafoam,  b12 and techron in the tank hoping to get lucky.  I've been riding to work and back everyday.  120 miles.  It runs like no other bike I've owned but the idle still fluctuates.  I've googled my problem and seen other people having the same issue with it clearing up after a few weeks of dumping stuff in the fuel system.
