the vacuum operated petcocks im use to have on - prime - reserve. im hearing about bikes that have hydro-locked. the positions on the bike say on - off - reserve. is the hydro-locking happening because of leaking petcocks in the on - reserve positions? i mean off is off, right?

The petcock alone cant cause a hydrolock.  There needs to be a leaky carburetor needle valve as well.  However, With the crappy OEM petcock all bets are off, as they get older its easy, even likely that you will think its "off" but the little ball wont be all the way snapped in so it will be essentially on reserve.  I say get rid of that thing and get a real fuel valve, there are a couple good options well discussed if you search.
