Does 16 ft lbs on front axel pinch bolts and 22 ft lbs on caliper mount bolts sound right?? they sure doen't feel tight at all Thanks Don...

Yes, that is right!

Realize that you are tightening a screw into cast aluminum.  You can easily strip out the threads.
Using a little Antisieze here would be appropriate...

16 and the 22 specs is almost universal on all honda cruisers. Pinch bolts and caliper bolts.
