Replaced the bulb and still only have the high beam?!
What else should I look for?

    First thing, standard or IS.
 Next if standard, check hi/lo switch and starter switch.
  Also with VOM check connecter for head light.

Disasemble your switch, clean with contact cleaner, lube with dialectric grease.

If you have an Interstate, I have no idea.... Sorry. If it's a Tour/Standard, I'd take the bulb out and use a simple 12v tester and check for power at the socket. Start at the easiest fix, and go from there. Hopefully, (as mentioned before) it's just a bad second bulb.
