It appears to be the original plastic protective covering that is supposed to be removed. I'll bet mine was on for at least 8 years before I discovered that. That thin plastic film is still on my radio controller. Go ahead and peel it off.  It will be all shiny and new looking.

It can, but it takes the most delicate and patient work possible (and of course how much glue is behind it may vary greatly, mine had a a lot). The anodized aluminum is nearly paper thin, and will easily kink. Since anodized, it cannot be polished up (even with the clear coat removed), only covered up. To try to use any power tool to buff it down would be folly.
I hated that cheapo part from day one (mine with fading, peeling clear coat like yours), and years ago slowly and carefully pulled it off and had it powdercoated black satin (with a few flecks of color), for a black bike. Gluing it back down was easy. It was such a PITA that I never got around to it for my second black IS, but I'd like too.
I think it is clear coat, not a peel-off (I could be wrong), but after years being on, it will not peel off. It is not shiny underneath, anodized aluminum is satin dull finish at best. (and if chromy would glare in the eyes).

Yep, it's on the radio controller as well.  It is a very thin clear plastic with an adhesive back . A little thicker than cellophane. It was put on to protect it until install. Honda never removed it. Take a piece of Scotch Tape (or similar) to one edge to get a hold of it.

Update: I used a heat gun on low and a credit card to scrape it off, followed by some S-100 and a spit shine. It turned out great!

It was stubborn and did not come off easily, it's hard to say what it was 16 years ago.

That plastic peels off easily when new and is there to protect the finish during manufacturing and assembly. If not peeled off when new it becomes difficult to get off cleanly after exposure to the sun. You did a great job, davit, of removing it and clearly the underlying finish was well protected for 15 years! I love S-100 and have used it for decades. It's about the only non private-labeled product to be found in an HD dealership anymore. It's just that good.
