Murphy's Law: Murhy was an optimist.
So I now have a new to me 99 Valkyre Interstate. I purchased a Cee Bailey's tinted shield for it, and am attempting to install it today. I watched a Youtube Video done by F4 https://www.youtube.com/watch?v=5Lkqvw6f1Hs

Which makes it look so simple. First the 4 phillips on the outside of the inner fairing to remove the speaker pods, then the 2 screws on the inside of the inner fairing to lossen the chrome fairing dressing on the outside of the fairing. Replace shield etc.

So here's the problem. The pillips screws, all but 1 which came out easy, the other 3 phiilips on the right side just seem to spin in place! Sheeze.. what is going on in there? Do I dare put any leverage on the fairing to pull them out?

Any help guys? Thanks!!!

Work a butter knife in between the gap ad pry GENTLY while turning. GENTLY. The brass ferrules are turning in the plastic. You will need to J B weld or epoxy them back in place and use anti seize on the threads. Once you get the chrome piece off 4 bolts hold the windshield in place. Keep the J B weld/epoxy out of the threads and use anti seize on the reassembly EXCEPT DO NOT anti seize the 4 that hold the W/S on. RIDE SAFE.

If you have to put a pliers on the nut to get the screw out, hold it as gently as you can.  This is where you might damage the nut.  And by damage...it will break into pieces.   Sad

This is how I replace the nuts into the fairing;
Put anti-seize on the screw, screw it onto the nut.  Put JB Weld on the outside of the nut and in the boss. (I use a toothpick)  Push the screw/nut assembly into the boss.  Leave it be until the JB Weld cures then you can back out the screw.

When putting the speaker panels back on, just gently snug those screws as they are a "shoulder screw" meaning when it snugs up, it's tight.  Over tighten and all the anti-seize in the world won't prevent the same thing from happening again.

Nothing to add to the excellent advice here. Welcome to the club. I learned about the I/S shoulder screws and ferrule setup exactly how you did. And I came to the same place you did. I got the same advice you got. All ferrules are now JB Welded into place, all screws have anti-seize on them I've had the bike for 6 years now and have had the fairing windshield, speaker enclosures etc off too many times to count. No problems since I followed the advice on this site. These guys have all the answers! Again, welcome aboard!

Yep, thank you guys!

I didn't get on yesterday due to the hiccup in server availability, but got connected with Bill, BigBF on FB an he set me straight.

I've ordered 10 of the ferrules, and will replace and JB weld as decribed.
