I bought a used set of highway pegs from a guy that had them on another Valk. When I went to install them the clamps were too small to fit around the guards. The guards are 1-1/8 inch and the clamps measure one and an eight from the back to the hole but the bolt won't go across. I was just wondering if different models have different size guards.

No, all the same size.  He probably had them mounted on the smaller bars that angle off the larger round guards.

The bars are 1", but get slightly larger where they bend (still 1" but stretch a bit sideways because of the curve). 1" clamps on the strait parts, 1 1/8" with some rubber from a bicycle tire on the curved sections.
