Ok another question, this interstate that I just bought has a wire going from low beam to high beam lights with looks like a factory plug then two more wires on the same harness goes to looks like a very small light and when the high beams are on they flash unless you cover that little light, this has to be an add on because the little light was just hanging on the handle bars but where they are plugged into the head lights that looks factory, I remove the harness and everything seems to be working ok, does any of this make sense?

It sounds like you have some brand of headlight modulator that only modulates when your high beam is on. The sensor is designed to stop the flashing at night. You can simply cover the sensor and the modulation will stop. Or you can unplug the modulator and route your OEM headlight wiring directly to your headlight bulbs as it was when OEM.

Yeah I just unplugged and removed the harness, it has a small plug off to the side of both head lights,everything is working like normal

I'm a big believer in head light modulation on a motorcycle. You might want to look into it, and try a before and after comparison on using it.
That "light" should be a photocell, to check how light it is, by either pointing straight up or straight down.
Some brands have a way of turning it on/off or changing the sensitivity of the light. Look for a name and research it.
Also, just to make sure, the IS has a dual head light. The modulator must flash both lights at the same speed together, or it is illegal and will get you a ticket real quick.

What you have is a Kisan Modulator. About $175. I'd leave it on the bike so your high beams modulate. I have them on my 1800 Wing.

Thanks for the info, I see now that the head light plug has all the stuff built into it then there is the cross over harness that plugs into that, I didn't know that, thanks
