I have a set of Cobra floorboards on the rear that i need to raise up an inch or so. My wife is short and has trouble touching the board w/o boots Any help will be appreciated!

You could use a sheet of hard rubber, glued to them. Not sure where you would find it though - perhaps the tread cut from a used car tire?

What kind of passenger floor boards do you have? I know some manufactures make risers for their product.
I have Cobra boards but if they did make risers I doubt if they're available for the old Valk.

I thought of the very same thing but I think they may have trouble closing.

Kuryakyn used to make a passenger floor board that had a peg extension, that would fold forward and act as a highway peg. Is rose about 3 inches above the floor board. I used a piece of steel flat bar to move the mounting location of the footpegs higher. Later I found some Interstate passenger footpegs to mount in the original location. Because they stick out farther than my Tourer pegs, they are usable with the higher pegs folded up.

The cheap/easy solution would be to add something on top the boards, that could be clamped temporarily in place, then removed when not in use. Or maybe a singe screw/bolt right in the middle (one hole in the floorboard is not going to really stand out).

I too have a short wife and cobra passenger floorboards. Here is what I did. The floorboards mount with one bolt and utilizes a pin and dimple to lock it into a horizontal position.
You can raise the floorboards about an inch by simply rotating the front of the floorboards up. This will require you to drill a new dimple in each mount to lock it into the new inclined position. Obviously the original dimple remains so that the floorboard can be put back into the horizontal position.
Heads up! The pin & dimple location is different on each mount. Take your time when figuring out what angle and where to drill the new dimple.
My wife now can reach the floorboards and likes that they are angled towards her so she can push against them to make adjustments while in the saddle.

Big Bike Parts used to offer an "Anti Rotation Passenger Peg Mount" for these bikes. In addition, JP Cycles offers a Harley highway floorboard kit whose boards are about the same size as the Cobras and which feature the anti-rotation setup.
Back in the day I combined the two into a passenger floorboard arrangement which offered about 5" of vertical and lateral adjustment range. This setup was sold to a former Valk owner who liked the adjustability.
I still have a set of mounts and a few related parts in Ye Olde Stash, and I think I have a picture or two of the setup somewhere.

Great idea! Does her feet tend to slip down at that angle? Ima gonna try it. Thanks  I always tell my passengers to not let their heels hit the exhaust and it hasn't been an issue. I don't have mine angled that much, and the rubber on the floorboards offers enough grip where slipping doesn't happen. Yup, free and easy mod. Might as well give it a try before investing in parts.
